Summary of the contracting process

Each researcher interested in making a contract must contact their center manager responsible for managing calls. Likewise, the manager can advise them in the selection process for the type of contract.

General Principles

The selection of personnel will guarantee the constitutional principles of equality, publicity, merit and capacity, and will be carried out through a public call, in a way that allows for a transparent, open, competitive professional development based on pre-established and public norms, and comparable at an international level.

Contracts

There are two types of contracts, temporary and indefinite.

To *propose an indefinite contract*, it is necessary to *create and approve a line associated with hiring in an Integrated Program*. The creation of the line is a process that can take about a week. The human resources personnel of CiTIUS can assist in the process (citius.rrhh@usc.es).

Professional subgroup 1

Initiation Researcher

Initiation researchers will perform research functions that allow them to obtain suitable research professional practice according to the level of studies or training the contract is aimed at, prior to the doctoral stage. The principal investigator must prepare an individual training plan specifying the content of the professional practice, and assign a tutor who has suitable training and experience for monitoring the plan and the correct fulfillment of the contract's object. Upon completion of the contract, the person will be entitled to a certification of the practice performed.

The contract or appointment will be for a specific duration and full-time or part-time. In the case of part-time dedication, it will be 50% or 75% of the time established as full dedication.

The duration of the contract may be a maximum of 1 year.

Collaborating Researcher

The duties of the collaborating staff will consist of carrying out research tasks within the framework of specific research projects, and their classification will be based on the criteria of training and accredited experience for the position.

Dedication may be full-time or part-time; in the latter case, it will be 25%, 50%, or 75% of the time established as full dedication.

Research Support Staff

Research support staff may be hired, with external or own funding within the framework of R&D plans and projects. If the relationship is formalized in a labor regime and due to production circumstances, the duration of the contract may be a maximum of 1 year. The duration may be indefinite in the case of executing public plans and programs of scientific and technical research or innovation.

Proposals for Hiring

Hiring Proposals

The hiring proposal will generally include the following information:

The CiTIUS HR unit will carry out the following verifications:

For contracts due to production needs, the approval, signed or emailed, from the designated person responsible for the CiTIUS HR management team is required.

Evaluation Merits

The merits to be evaluated are divided into two categories: general merits and specific merits

The general merits should represent between 30 and 40 points of the total score.

Their purpose is to align the merit of the degree with the required degree as a requirement. The following are included here:

General Merits Considerations
Degrees The greatest weight of the scores must come from the required degree
Bachelor's, degree, architecture, engineering or equivalents: Points in bachelor's or degree greater than in doctorate or master's
Doctorate: Points in bachelor's or degree less than or equal to points in doctorate
Academic record Can include a minimum, or the scoring that will be used
Verifiable work experience accredited professional experience in universities, public bodies, or private companies)
Foreign languages “knowledge of…” would not be valid. It must be a level certification
Galician language
Driving license

The specific merits contribute between 60 and 70 points to the total score. The following are included here:

It should be noted that terms such as knowledge or skills are merits that are difficult to quantify.

Types of Contracts

Advertising and Dissemination

The publication of calls will be carried out at least on the Electronic Board of the University and in the section of talent on the CiTIUS website.

For positions of doctoral duration of more than one year or contracts associated with European projects, they will be published in EURAXESS or another portal deemed appropriate for the internationalization of the process.

It is also planned to disseminate personnel calls on the CiTIUS website.

Reception and Acceptance of Applications

Once the procedure is open, applicants submit their applications through the USC electronic headquarters. Evaluation of Candidates

The selection committees established in a physical or remote meeting will submit minutes of the meeting where the selected individuals will be recorded in order according to their scores and the motivation for each one.

The selection committee is responsible for communicating to the different candidates the result of the evaluation process. A model of minutes can be downloaded here.

It is possible to include a table to specify the criteria used in the evaluation of merits. An example is shown here:

At this point, it is important to detail, objectively and clearly in the minutes, the justification of the evaluations and scores given to each candidate.

In the event that the process includes an interview, candidates should be informed of their evaluations, indicating whether they passed the threshold to be interviewed. A sample email for communicating the results to candidates can be downloaded here.

A waiting list may be established, or the position may be declared vacant.

Resolution and Hiring

According to the evaluations made, the selection committee issues a resolution with its motivated hiring proposal.

According to the resolution issued by the committee, the center's management issues a resolution with the hiring proposal.

Once the resolution from the center's management with the hiring proposal is issued, the complete file of the call is shared with the sub-area of calls and programs of Human Resources of R&D of USC. From here, in a few days, the personnel service will contact the selected candidate for signing and starting the contract.
